Eugene Stoner invented the rifle in 1957 in Los Angeles, California. The M16 (AR-15) back then, was sent for testing in South Vietnam in 1961 as a "jungle warfare" rifle. Spraying bullets, rather than long range accurate firing. More were sent in 1962. By 1963, M16s became general issue to US forces in Vietnam.
Eugene Stoner is given credit for creating the automatic rifle system that evolved into the M16. As with any prototype, there were several problems that needed to be overcome to produce a dependable rifle, the AR15/M16 is no different. There have been hundreds of modifications & improvements made to the weapon by hundreds of people, even to this day people are personalizing & modifying the weapon system.
In a way the M16 is a machine gun, but it can also do three round burst and semi automatic. civilians are not allowed to have automatic m16s unless you have an automatic weapons permit, but you can have a semi automatic M16. (an AR-15 is almost like an M16 and much cheaper if you're looking to buy one.)
