Way, way back in the very beginning of time the same fellow who invented Mommys and Daddys also invented babies. He was so happy with his inventions that he decided to invent Mommy and Daddy dogs. Then he saw how much fun your Mommy and Daddy were having with their baby that he decided to invent puppies for the Mommy and Daddy dogs. I don't think he even knew how much the babies would love the puppies and how much fun the puppies would have loving and kissing everyone so he had to give them puppy breath and you know how nice that smells. Some call him GOD but it depends on what language you speak and what religion you believe in.

No. No technology has been invented that would allow you to do so, but no one would spend money on research like that anyways. Dogs would only make one word sentences so you wouldn't be able to have a real conversation with them anyways.
