The stone, sand, sur-pack, or whatever is below the pavers is the thing that is doing the work. If the soil is soft, the pavers will sink under load. If it is firm, the pavers can hold quite a lot.

I've installed all kinds and brands of pavers. Cambridge, is by far the best product on the market. To the point that I've been certified as an installer through them and will not install anything else, anymore. Remember, you get what you pay for.
