$2 bills weren't "invented". They were simply created as part of the first federally-issued paper money system, introduced during the Civil War.

The $2 denomination fits nicely into a standard 10-based currency system because 2 and 5 are both factors of 10. In fact, most countries with decimal currency have a $2 bill or its equivalent, and have 20¢ coins or their equivalent instead of 25¢ pieces.

The failure of the US to use both of those "natural" denominations is the result of various historical quirks and has nothing to do with either one of them being impractical or incorrect. The situation in the US is actually more the exception than the rule.
