I can confirm that the 'works' Scott motorcycles ridden in the 1923 Isle-of-Man Senior TT races had transparent windshields fitted to the top of their front racing number plates. This of course predates the invention of Plexiglass or Perspex, as it is known this side of the pond, and so they were probably made of Celluloid, which is highly flammable. No doubt when a safer, less flammable material became available in the early 1930's, it would be used instead of Celluloid. In conclusion, the concept and use of non-glass transparent motorcycle windscreens came long before the invention of Plexiglass/Perspex.
