Semaphore towers/semaphore lines were first thought of by Robert Hooke and the idea was submitted to the Royal Society in the UK in 1684 to be used for military purposes. The Royal Society did not implement it though due to concerns that these messages would be easily decoded by enemies. However, it did lead to Frenchman Claude Chappe developing the first visual telegraph system in 1792.

Chappe's design became the most famous semaphore tower design and it used one large crossbar with two "arms" at the end of each side. Codes were deciphered based on the location of the arms and crossbar.

Eventually, semaphores became used in a flag design using two separate flags. These flags were used to spell out messages and could allow multiple signalers to cover long distances of communication very quickly.

Eventually this all led to the design of Morse Code by Samuel Morse and the rest is history.
