Witches have been around since man first became spiritual/religious. Modern day witches or pagans follow the same basic belief system that was first observed thousands of years ago. So witches have always been here (even before Christians, Jews, Hindus, Muslims, etc.).

Is the witches hour also 6pm?

There is no special "witches hour" other than in fairytales and fantasy. Witches and Wiccans work at all times of the day and night, depending on what they are doing and the purpose of their work. Some tasks are most effective when performed at dawn or noon, sunset or midnight. But the idea of a "witching hour" is a story invented to hasten children into the safety of their beds.
