It appears that the FIN belongs to the IRS itself. I have a 1099 issued from the IRS which appears to report interest earned (in 2012) from a amended return (for tax year 2010). The IRS paid interest on the delayed refund. Now it appears that the interest needs to be reported in 2012 as taxable income but since the 1099 is not labeled as a T or G then I am not confident where on the return it should be reported. My search results appears to indicate that it should be reported as if it was a T and as a box 1 amount. Please note that I used the word "appears" many times. I am 90% confident. The IRS could have been more informative.
