Felix Schlag, a German born artist and sculptor is known as the designer of the American Jefferson nickel and beginning in 1966 the intials FS could be seen on the nickel he designed. He was awarded a prize of $1000 USD for his design which was accepted on 21 April 1938 by then director of the US Mint Nellie Tayloe Ross.

They're the initials of Felix Schlag, the coin's designer. Schlag had a dispute with the Mint over the original design for the coin and his initials were not shown until 1966.
