Who is Gardon in Sonic?

From sonic rush adventure Gardon is Blaze's royal guard and calls her, "Her Highness" instead of Blaze. He gives out missions for Blaze to do to get the Sol Emeralds. He also tells her that the Jeweled Scepter is missing during the ending of the game.
