The gods didn't "make" monsters. Monsters were born. Most of the monsters faced by Greek heroes were the children of Typhon and Echidna. They are called the "Father of All Monsters" and "Mother of All Monsters" respectively. They didn't parent ALL the monsters, though, because some monsters were simply transformed, like Medusa and Scylla.

BTW, even though I celebrate Christian holidays, I believe in the Greek gods more than the one god of Christianity; the Greek beliefs show more equality than one body better than everybody else.

Ceto was the mother of the Phorcydes, a group of monsters sired by the primordial sea god Phorcys (son of Okeanos and Tethys). Those monsters were Ladon, The Gorgons, The Graeae and Echidna (mother of monsters). Ceto herself was a sea monster and her name shares the same root as "Cetus" (a giant fish or whale) a generic name used for sea monsters throughout Greek mythology. The word "cetacian" (meaning "about or concerning whales" or the family name of whales) comes from there.
