Lucy/Nyu is a non-human creature known as a Diclonius .
In respose, the diclonius are naturally genetically modified humans. The only difference in them and humans are the horns and the vectors. Everything else is the same, no natural tendency for murder, no high chance of mental illness. All of that stuff turns out to be false Propaganda spread by the lab officials in order to help justify the murders of the diclonius children that appear all over the world.

Personally this is an opinion, but I say no. I think their completely different and don't think that elfin lied is a copy of sailor moon.
