The way it is explained in the Yoshi's Island games is that the stork took Mario and Luigi to their parents' house in the Mushroom Kingdom. So, he and Luigi were born there. The odd thing is that in Yoshi's island, Mario and Luigi are twins, whereas in other games it's said that Luigi is Mario's younger brother.
