Volcanion is a Fire-Water type, and it was introduced in the Generation 6 games, Pokemon X and Pokemon Y.

There is no Ice and Fire-type Pokémon however there is a Water and Fire-type Pokémon and that is Volcanion. Volcanion is the last event-only Pokémon that will be available in Pokémon X and Pokémon Y and it is considered a Legendary Pokémon.
Currently in the National Dex, there are 721 Pokemon, including the revealed Volcanion; however, with the new Pokemon Sun and Moon coming out in November 18th, more Pokemon are being revealed and adding to the number.

As of August 2016 the current U.S. Pokemon event involves players who have the 3DS games of X, Y, Omega Ruby or Alpha Sapphire going to GameStop stores and asking for a code card for the Mythical Pokemon; Arceus however the next U.S. event will feature a Nintendo Network distribution of Victini to the X, Y, Omega Ruby and Alpha Sapphire games and in October Volcanion will be available as a GameStop code card event and Keldeo will be a Nintendo Network distribution.
In Pokémon Y, you can find the Legendary Pokémon Yveltal at Team Flare's lab in Lumiose City (Xerneas if you have Pokémon X instead), Zygarde at the Terminus Cave, Mewtwo at the Unknown Dungeon near the Pokémon Village and one of the birds inside Sea Spirit's Den at Azure Bay after a few encounters in the wild. You can get Moltres if you picked Froakie, Articuno if you had chosen Chespin or Zapdos if Fennekin is your starter. All of them are only available post-game except for Yveltal. The Legendary Pokémon Hoopa, Diancie and Volcanion can only be obtained through an event. For all the remaining Pokémon, the Pokémon Bank and Poké Transporter apps are required (unless you find someone willing to trade them with you).
Yes there have been instances of fans creating custom Pokémon events such as making a Volcanion that knows the V-create attack which is usually an exclusive attack for Victini, Floette's Eternal Flower form, a Shiny Mew that knows the moves of Magma Storm, Geomancy, Origin Pulse and Thousand Arrows, a Shiny Genest, a Shiny Zygrade with two attacks that are likely to be attacks that it cannot naturally learn, a Shiny Arceus that knows the Light of Ruin attack which is an exclusive move for the Eternal Floette, Zekrom and Reshiram, Xerneas and Yvelta, Jirachi, Keldeo, Shaymin, Meloetta, Celebi, Dialga, Palkia, Ho-Oh, Lugia, a Shiny Hoopa that knows the attacks of Dragon Ascent and Spacial Rend and Freeze Shock.
One option is that you can use a female Mudkip or any of its evolutions along with males of either Squirtle, Omanyte, Totodile, Larvitar, Loudred, Huntail, Turtwig, Tirtouga, Druddigon, Tyrunt and Bergmite as well as any of its available evolutions and either of those can know Bite in its move set and then after placing one of the males into the Route 7 Daycare with a female Mudkip it will result into a Pokémon Egg that will hatch into a Mudkip (and make sure that it's a female one) that knows Bite and then you can use a male Pokémon such as Walrein that knows Ice Ball and then after putting Walrein and Mudkip into the Daycare then it would result into an egg that will hatch into a Mudkip that knows Ice Ball and Bite.
