Roxas and Naminé had next to no interaction, therefore thinking of them as a couple doesn't make much sense.
Roxas and Xion were best friends and shared many important moments together and they're currently residing together inside Sora's heart (as Dream Drop Distance showed us). They would probably make a good couple.

Roxas should be with Namine. Because Roxas is Sora's Nobody and Namine is Kairi's Nobody, because Sora and Kairi's hearts of connected the sort of connects Roxas and Namine.

Zion is actually spelled Xion and it's pronounced She-on. But I think, Roxas loves both Namine and Xion. He only loves them because of their ties to Sora and Kairi's love. Xion--as I was about to correct before I noticed the answer above, which is totally correct -- was made by Xemnas. I don't know exactly why because I haven't played the game much, but I have gotten some information. That's why Xion looks so much like Kairi, and people may think that she is Kairi's Nobody, but if you look in Kingdom Hearts II, you'll notice it's Namine. The game with Xion--358 days/2--has only come out a little while ago, so you'd think people would know whose Nobody is whose. Actually Xion is an imperfect replica of Sora. Kinda like the Riku replica. But it is imperfect. She is in NO way related to Kairi or Namine. She has NO Somebody. She is made out of Sora's memory. She is fully related to Sora and Roxas. No one else. I know these as facts. Don't say its not true. I've played the game. I've beaten the game. I know this is true. Once again. Xion does not have a Somebody. She is made out of a memory. Also to add to the question. I think Roxas first loved Xion, but when Xion died everyone forgot that she ever existed. So Roxas didn't remember Xion. Then he met Namine and started to like her.

Why did Axel fight Xion in Twilight Town in Kingdom Hearts 358 2 Days?
Axel wants Xion to return to Organization XIII, but she wanted to return to Sora. At the same time, Xion pretty much wantedto be eliminated, because Namine told Xion that if Xion returns to Sora, she'd return Sora's memories so he can reawaken and destroy Organization XIII.
