In the Chinease Empire no...but since the late 1940's when "the peoples republics of china" was made then yes. It is comunist, they vote but the person who gets voted into office gets it for life.

China being a communistic society and not a democratic one has no voting system. There is no age limit to be able to vote because there is nothing to vote on.
