It depends. Insufficient information is given.

Just because you managed to get your door all the way open before it was hit is not a defense.

Usually the perosn opening the door is the one responsible for seeing that there is sufficient clearance and that there is no conflicting oncoming traffic.

On the other hand: if the door had been standing open for some time (e.g.: loading groceries - etc) and it was hit, then the striking car would be At Fault.

THAT is why there isn't enough information given to answer the question.

If your car is parked and you open the door and someone hits your door with their car who is at fault?

Technically it would be your fault as you are not supposed to put parts of your car into the path of a car. Having said this, no accident is ever 100% someone's fault. In Wisconsin you are 10% at fault just for being there. As the answer above stated, it is your responsibility to look for oncoming cars before opening your door. The only situation in which there may be an exception to this is if you were in a parking lot and the other car pulled in beside you after you had already begun opening your door.

Who is at fault if someone is closing the door of a parked car and the oncoming passing car and the driver is not paying attention hits the parked car?

Nonone If the car is legally parked and the door is being closed, it is the car that hit it's fault, or rather the person driving that car. If the door was being opened, it is the person opening the door.

Who is at fault if someone is opening the door of a parked car and their door hits the oncoming passing car from the rearview mirror on?

from the rear view mirror to the back of the car? or the rear view mirror to the front? as this does make a difference, also how close to the car where you?

Who is at fault if you were parked in a parking lot with your door already open and another car hits your door trying to park next to you?

If the facts are as stated in the question, then the driver pulling into the space would be at fault. HOWEVER - the other driver's defense will very likely be that YOU opened the door on THEM. Without independent, non-interested witnesses it is going to be almost impossible to prove fault one way or the other.

Who is at fault if A is traveling straight through an intersection on a green signal and B turns left in front of A and A hits B on the right passenger side door?

B is at fault. Drivers making a turn, must yield to oncoming traffic. B is at fault for making a left turn without yielding. There is no general rule that all turning traffic must yield, although some jurisdictions may have such a specialized rule.
