There is no one called Byron-strength, but there is a gym leader called Byron. He is the 6th gym leader and is in Canalave City. He uses steel Pokemon so I recommend you to use water or fire. Byron will give you the ability to use strength and he will also give you a TM (I'm not sure what TM it is but it is a fire one).
