No, there is no rank of commander in the Army. In the Army commander is a title, not a rank. In the Navy, there is a rank of Commander, it is the equivalent of Lt Colonel or O-5.
If it is not dictated by a higher headquarters, then I would say it is up to the Brigade Commander. The Rear Detachment Commander would have to be authorized with sufficient UCMJ authority. Maybe a Lt. Col or Major. If the Brigade Commander was also the local Garrison/Base Commander, then that may complicate the matter, unless the Brigade Commander has a standing Deputy Commander for Base Operations.

The difference between a general and commander is more simple than you think, they are in two different ranks but the name commander can be used as a general too.
A Commander is higher than a Captain in the Imperial Starfleet. This can be seen when a a Captain is given command of a Star Destroyer or Super Star Destroyer/ Star Dreadnought, while a Commander is assigned control of the Death Star II.

In the Royal Navy in the time of Nelson, a commander was a person who was in charge of a ship, but had not officially attained the rank of captain (which brought with it a higher pay scale and so on). Sort of doing the job of a captain without the title.
This all depends on which branch of the military you are talking about. In the Army, Air Force, & Marines the term "Captain" is typically interchangeable with the term "Commander." A Captain typically commands a company-sized element. Of course, there are also Battalion, Brigade, and Division Commanders as well who are much higher in rank than Captain.
