Colonel is higher ranking (O-6) than Major (O-4) in the Marines, Army, and Air Force. The comparable ranks in the Navy (and Coast Guard) are Captain (O-6) and Lieutenant Commander (O-4).
Major
Captain is a different rank in different branches. In the Army, Air Forces, and Marines, Captain is pay grade O-3, is abbreviated "CPT" or "Cpt", and is equivalent to a Navy Lieutenant. In the Navy, a Captain is pay grade O-6, and is equivalent to a Colonel in the Army, Air Force, or Marines. In both instances, Rear Admiral is the higher rank. Rear Admiral is pay grade O-8, and is equivalent to a Major General in the Army, Air Force, or Marines (what would be referred to as a "Two Star General").

The actual tern should be senior, not powerful. The rank of Major is senior to the rank of Captain in the Army. HOWEVER, the NAVY rank of Captain is the equivalent of an Army Colonel, which is senor to that of Major.
The Army Major outranks an Army Captain. Their relative power might have more to do with their jobs and responsibilities, though.

It depends which country and branch of service one is speaking of. The American military does not have the rank of Major-Colonel, the ranks of Major, Lt. Colonel and Colonel all out rank a Captain, unless the Captain is Navy or Coast Guard, then he would be equal in rank to the Colonel.
