The SPA program was originally conceptualized in 2008 by Brave3, a former Community Coordinator and current Supervisor.It was later taken on by Deb, a Community Assistant, and Stupid Little Genius, a Supervisor and made what it is today.Matthew C. had the idea to help those wanting to become supervisors to learn more about what supervisors do. The program grew from those ideas. Stupid little genius made it the success it is today.

No. They are two completely different programs run by different people. The Initiates Program is run by WikiAnswers and a team of TIP Supervisors. While the Special Project Assistants is run by a volunteer Senior Supervisor. Missions given by TIP cannot be completed for SPA. Likewise, missions given by SPA cannot be completed for TIP.
Although it is not necessary, many prospective Supervisors are advised to take part in the SPA Program. The SPA Program helps potential Supervisors improve their knowledge and skills on site.
