As the hedgehog in question is actually a cartoon figure, and the US ex-President in question was found to be somewhat less than honest, I would still have to rule in favor of Richard Milhouse Nixon. He actually did do a lot of good for his country and, therefore, the world at large - Sonic, the cartoon character Hedgehog, has not.
