Chester A. Arthur, the 21st President of the United States, did not have a First Lady during his presidency, as his wife, Ellen Lewis Herndon Arthur, passed away in 1880, three years before he took office. During his presidency, Arthur's sister, Mary Arthur McElroy, acted as the White House hostess. Arthur's presidency lasted from 1881 to 1885, and he was known for his efforts in civil service reform.
He was not able to achieve much during his presidency because his party did not control both houses of congress and what he wanted to do could not be passed. His major achievement was a reform to US health care commonly known as "Obama care".
He favored the reformers because of their stance on the civil service reform. Garfield thought that civil service reform was necessary in the American government during his presidency.
