During World War 2, none of the Medal of Honor recipients were African-American. I stress that it was during the war that no African Americans received the Medal of Honor. According to the US military history archives, the US government sought to rectify the situation in the 1990s under President William J. Clinton. After searching the records of thousands of service personnel, ten candidates met the criteria for receiving the Medal. It also took an Act of Congress to award these Medals of Honor, as a statute of limitations had been reached. Of the ten citations for "valor above and beyond the call of duty", seven men were chosen to receive the Medal of Honor for their actions. By the time the Medals were to be presented, however, only one man was still alive. The President decided to award the remaining six Medals posthumously (after death). The only living African American recipient of the Medal of Honor was 1st LT Vernon J. Baker, and he received his Medal of Honor from President Clinton on 13 January 1997.
