Mexicans are the biggest kidnappers. It is mostly drug related.
Any law enforcement officer can make an arrest for kidnapping.
Depending on the gravity of the kidnapping and if anybody was hurt during the kidnapping, it is a serious felony offense an can range up to life in prison or even the death penalty if someone dies because of their kidnapping ways.

Parents are more concerned because now in days there are more kidnappers and more drugs and alcohol.
It could be constituted as kidnapping. You could be arrested for kidnapping, attempted kidnapping, aiding and abetting the delinquency of a minor etc. etc. Get the parents to sign a document saying it is okay
I don't know if it would be considered kidnapping, but it's definitely illegal.

Often they do. A parent can be charged with kidnapping if they take the child without the other parent's knowledge or consent or from a court appointed guardian.
Can the father of my kids take them and move out of state without me knowing? Also can he get kidnapping charges on him for doing that even though he cant support them and he isn't responsible?
