Well,throughout the entire original Naruto series,Naruto has proved to be a promising ninja. When we first saw Naruto,he couldn't even display a simple Shadow Clone Jutsu,but later in "NARUTO'S NINJA HANDBOOK",he displays the chakra to summon thousands of clones. He also lacks in strategy,like when Kakashi easily grabs Naruto by the head and paralysis him. Later in Shippuden,however,he shows that he has perfected his ability to become a better strategist and this time,he has Kakashi trapped,instead of himself.When Naruto was training with Jiraiya to master the Rasengan,he was doing terrible. Everyone thought only Jiraiya and the Fourth Hokage can master it,but while facing Kabuto,he FINALLY uses his STRATEGIST part of him and summons a clone to help him form the Rasengan. He also has the power of the Nine- Tailed Fox on his side and he has not even reached NINE- TAILS. So before that happens,I think Naruto is not the strongest in SJ,but is not the weakest either.acording to the 3rd data book his ninjutsu is 8/10 taijutsu is 7/10 genjutsu is 4/10 intelligence is 6/10 strength 7/10 speed 7/10 stamina 10/10 hand seals 3/10 which gives him a total of 52/80
