Goku has accomplished similar feats. I would say the true answer would be that it depends on what episode you are watching or episode you are reading.

∙ 12y agoryu is stronger because goutetsu has stated that in street fighters alpha generations. anasatsuken satsuni no hado can destroy anything in the world. ryu possesses that power to do those kind of things.goku without a team is nothing.he need other people to beat almost eveyone he faces.ryu is stronger because he has a second form which = up to 3 ssj4 gokus.he can completely stop or deflect a blast or stop bullets from hitting him.ryu is stronger because he comes from gouki who is his creater.it is against the order for goku to try and kill ryu because ryu can metsu impale him which will completely kill goku. ryu was created by an evil enitity that came from gouki.all ryu would have to do is shun goku satsu goku and kill him in 1 compelte touch on contact. im not joking all this stuff is real.anyway while ryu kills him.if goku comes back or gets up or is wished back in any way. garuda will come and reap either ryu or goku. when garuda (street fighters) makes a sense that anyone is using this anasatsuken power he will study the loation and head to it.he will most likely kill ryu and ryu will run away because he will fight stronger against those who utilize satsui no hado.he will most likely spare goku though.if he choose to kill goku then goku will die because garuda is made up of all the souls gone mad by the shun goku satsu.he is a vision of super natural Horror and will make anyone bleed in every spot. there for ryu is a lot stronger.
