No because in the 9th episode titled "Out of the Past", Amon took away Tarrlok's bending. So they couldn't be the same person.

At the end of season 1, their boat exploded as they escaped the city. However, it never did show them actually dead. There is always a possibility they will be brought back for season 2.
Why were bolin and mocko arrested in the Legend of Korra?
Bolin and Mako were arrested in the 8th episode called When Extremes Meet. Asami was arrested for being a non-bender and since her father, Hiroshi Sato, is a known member of the Equalists. Mako and Bolin tried to stick up for her, but Tarrlok ordered them to be arrested also.

The fire-bender ended up scarring his face and now he wears a mask. Now as the leader of the Equalists, he and his followers have made it an obligation to rid the world of bending. His first appearance is made in episode one "Welcome to Republic City". However, what he told everyone was not true. He was born as Noatak and was a Northern Water Tribe bloodbender. He was the son of the crime boss, Yakone, who was also a bloodbender until Avatar Aang took away his bending. His younger brother is Tarrlok, the former councilman. Yakone taught his sons bloodbending for revenge against the Avatar.
