GOVERNOR is the real executive in the union government?
The president of Venezuela is the head of government in Venezuela as well as the head of state.
The Constitution establishes a federal democratic republic form of government. That is, we have an indivisible union of 50 sovereign States. It is a democracy because people govern themselves. It is representative because people choose elected officials by free and secret ballot.

Mexico is a Federal Presidential Representative Republic (akin to the United States' Government). The Legislature is a bicameral Congress of the Union, composed by a Chamber of Deputies and a Senate. The Executive is basically the Mexican President, who is head of state, head of government and commander-in-chief of the armed forces. Finally, the Judiciary is composed by the Supreme Court of Justice, the Electoral Tribunal and other tribunals and courts.
