The Master was the human in charge of Elyssium, the giant space station. Long ago, the Master asked Megaman to take him to Terra (the Earth) to see how humans lived. After a revelation of the true meaning of life, the Master died on Terra after giving Megaman instructions to destroy the System on Elyssium, which had made life too perfect for the people there to be truly happy. The Master also gave Megaman a sample of the Master's genetic code, so that Sera can't get it.
