The number of a Congressional district is assigned by the state legislature (or other state-level body tasked with drawing Congressional districts). It can be changed by the state at will, although it would be very unusual to do that between redistrictings. As an example, Nancy Pelosi (D-CA) began as the representative for the 5th district (1987-93), then became the representative for the 8th district (1993-2013), and is now the representative for the 12th district (2013-present), without having moved. There were some minor changes around the edges of the district, but it is substantially the same area, based in San Francisco.
