It depends on many things. If you are the manager, then the important thing to do is keep a record of every time he is rude, who is complaining, and what was the result. If he is being rude to other workers, then he may be making the workplace unsafe. He can be given a verbal warning that it must not happen again. He can then be given a written warning that continuing may lead to other consequences, like dismissal. The same things apply if he is rude to management. If you are a fellow worker, then the same sort of suggestions apply to you. If his rudeness is preventing you working well and happily, then you should complain to the manager. Keep a record of what was said, and what was done, with dates and names of other workers who witnessed it. If his behavior continues you should keep complaining. If you have a union representative at work, talk to them. They should support you.
