It looks like that quotation is attributed to many people. Some say it is from the Dalai Lama, some Dale West, and some "Grandmother." Of those three, Dale West is probably the most likely, since the Dalai Lama is falsely quoted quite often. However, without an original source, I can't be certain.
The best website for quotation histories that I have found is quoteinvestigator.com, but that site doesn't have this quotation up yet. I would check there in the future to see if they have found anything definitive.
