Hard to tell. The game is broken and cheap and anyone can die so easily.
Well in my opinion, the best character is Megaman X. Because he has incredible range and he is just a cheap bastard.
Other top rank characters are Knuckles, Fox, Inuyasha, and Link.
Pikachu and Lloyd are also good characters. Cloud's attacks look stupid but he's actually pretty good.
