I don't fully know the answer, but i know it was someone who was hired by the King to create music for an orchestra or something..
I am adding to this answer, with my understanding of the obligations of a "modern day" court composer. It actually is drastically different. It is a title that carries with it, great honor and responsibility. Highly sought after. Duties include making jokes, immediately notifying me [head of court] if Weird Al tickets go on sale, contributing to my chin de-prunization Botox fund, and finding my retainer.
