If you don't want the engine to blow up, yes.
It is either your governor control needs some attention or the carburetor needs a cleaning and adjustment.
The speed governor can be easily removed with an aftermarket tuning program like HP Tuners or EFI Live.
Setting the governor on a mower engine depends on whether it is a mechanical or pneumatic governor and the type of control that is used. The governor plays a very important part by keeping the engine from overspeeding and causing possible damage. I suggest you check out a book on Briggs engines at your local library and find the procedure for setting the type of governot equipped on your engine.

Probably some debris or goop buildup on the bearing or the area where the governor shaft fits into the engine. Try cleaning the area well and spray with lubricant (WD-40, et al) and then "rock" the governor lever to loosen any remaining buildup. Re-spray the area. The governor has very little movement, so don't try to force it.
it could be caused by a few different things. the pneumatic governor or a fuel issue. an easy test is to hold the throttle on the carb closed to an idle. if it continues to surge then it is a carb issue, if it stops it is a governor issue
