You can't find the treasure until you have the location from the Governor at Fort Ridley. When you have beaten Captain Crawfish, and have all five pieces of the map, see the governor to get the location card and the Bone Shovel. Return to Skullduggery Island to dig up the treasure.
Although his name is not given, the Governor lives in the house to the far right of the island. He will show you the parchment that indicates the Treasure. Once you defeat Captain Crawfish, he will give you the secret location of the Buried Treasure on the small island called Skullduggery. The headstone for the historic governor, "Governor Ridley", is outside the house.
You have to beat Captain Crawfish before you can show the map to the Governor.
Once you have battled and defeated Captain Crawfish, and then escaped from his trap on Skullduggery, you will return to the Governor's house (again) to receive the Island Medallion. (see related question)

There is nothing to be found on the hidden island (Skullduggery) until after you beat Captain Crawfish. After you defeat Captain Crawfish, the governor gives you a treasure location and a bone shovel. Sail to the hidden island. You will find the treasure under a mound, six paces right from the pirate flag.
