Coeus was a Titan, that meaning he was a son of Ouranus (Heaven) and Gaea (Earth) who helped his brother Cronus usurp their father. He may have been thought to be the axis of heaven, a pillar that holds earth and heaven apart. This because he was called Polos meaning "Pole". Coeus means "query" or "question" so it may be assumed he was a god of answering questions, thus a god of heavenly oracles.

His wife was Phoebe (whose name ties together with phoibos, "bright" or "radiant," phoibaô "to purify" and phoibazô "to give prophesy.") she was one of the oracle goddesses of Delphi, supposedly gifting it to her grandson Apollo*. Phoebe was mother of Asteria "Starry, Falling Star" and Leto, famed mother of Apollo and Artemis who is a mysterious goddess. Her name relates to lêthô, lanthanô, and lelathon, meaning "to escape notice," "move unseen" or "go unobserved."

Aeschylus, Eumenides 1 ff (trans. Weir Smyth) (Greek tragedy C5th B.C.) :

"The Pythia [prophetic priestess of the oracle at Delphoi, speaks] : `First, in this prayer of mine, I give the place of highest honor among the gods to the first prophet, Gaia (Earth); and after her to Themis (Tradition), for she was the second to take this oracular seat of her mother, as legend tells. And in the third allotment, with Themis' consent and not by force, another Titanis, child of Khthon (Earth), Phoibe, took her seat here. She gave it as a birthday gift to Phoibos [Apollon].'"

Who is the greek god of smarts?

Athena is the Greek goddess of wisdom, and her mother Metis was the Greek goddess of wise counsel (good advice), but the true gods of intellect (intelligence or "smarts) was the Titan god Coeus (also called Coios, Koios, Polos or Polus), as was his wife, the Titan goddess Phoebe (also spelled Phoibe). Coeus was the god of intellect as far as asking questions goes; an inquisitive mind, a questioning intellect that always seeks out new and useful knowledge. Phoebe was the goddess of intellect as far as answers go; a knowledgeable, insightful answering intellect that provides the solutions to questions (she even presided over the Temple at Delphi, where oracles would supposedly have their questions answered by the gods themselves!). Numerous other deities of cleverness and cunning existed among the Greeks, including Hermes (god of cleverness, among other things), Dolos (god of trickery and cunning) and Prometheus (god of forethought, or careful consideration).

Why is there no symbol for Coeus?

Coeus is the Titan god of the "north" pole which holds aloft Uranus (Heaven) from Gaea (Earth). Coeus means both "pole" (poios, koios) and "query/inquire" - his mate was Phoebe - a Titan goddess often associated with the moon due to her being the grandmother of Apollo/Artemis- but she was a goddess of oracles, her name comes from phoibos, "bright" or "radiant," phoibaô "to purify" and phoibazô "to give prophesy." She gifted the Oracle of Delphi to Apollo upon his birthday. The Titan gods have symbols/meanings that are most obvious to those who know Greek.
