The Director, or DR, of the DIA, like Directors of other Intel Agencies, is usually a military or naval two-star Flag Officer, promoted into the slot to serve as a temporary three-star. On a rare occasion you will have a DIA Civilian as an Acting DR. Often this is a 'twilight' job for Flag Officers, and the DR's retire out at O-9's with pay. If they screw th' pooch in some way, they get 'bounced' into retirement as O-8's in their last two-star pay grade. Seldom will you see a DR, who usually has 30 or more years in service, return to his branch to take another assignment as a two-star. In the Army that would be like giving up command of a Corps for a Division.
