I'm thinking HOVENSA LLC (500,000 bpd) is the largest refinery of venezuelan crude oil in the US. The refinery is a joint venture between Hess Corporation and PDVSA in the US Virgin Islands, but operated by HESS.
A crude oil refinery is a factory. The factory takes the crude oil, and turns it into useful products, like gasoline.
