Who is the most powerful Rogue Storm or Phoenix?

This question depends a lot upon circumstances. First, I would assume that by Phoenix, you mean Jean Grey, also Ororo Munroe as Storm and Anna Marie as Rogue. For Phoenix, we have two options. Jean Grey also empowered by the powerful cosmic force or Jean Grey using the code name Phoenix, without the force.

First, Rogue is at the bottom of the pile, coming in third place. This isn't because she isn't formidable, but because the other two women are much stronger and have also shown significant fighting ability. Now, if Rogue were to be able to get close enough to touch one of them, she could stand a chance (and through various media throughout the years, she has been shown to be able to do so), but she would be incredibly lucky. Storm's control over the weather and Jean's telepathy and telekinesis would each be enough to hold Rogue off long enough to put her down.

The real question is the fight between Storm and Jean Grey. With the Phoenix Force, Jean is the winner in an instant. The Phoenix Force is one of the oldest cosmic forces in the universe, and without it, the universe is unable to survive and would collapse. However, without the Force, it's a much fairer fight.

Now, Storm is an incredible fighter, and her combat skills outmatch Jean's, and Storm's mutation has long been thought to be omega level, though it has never been confirmed. Both of Jean's mutations, telekinesis and telepathy, are BOTH omega level. With the telekinesis, Jean can alter matter on a molecular level and Jean's telepathy can only be matched by fellow omega level telepaths, like Professor X, Emma Frost, and Rachel Grey. Though it would be a close fight, that neither would enjoy being best friends, I would have to give the win to Jean.
