President Jimmy Carter was the president that created a Department of Energy in 1977. He also made attempts to control the abuses of strip mining for coal.
Your an idiot. The department of energy is a branch of the government, and has numerous positions. The highest official would be the President of the United States, followed by the Vice President, and then the Secretary of Energy (Steven Chu), who would be followed by his advisers.
No, since it is a part of the president's cabinet, the president controls it.

Jimmy Carter is famous for being the 39th President of the United States. During his presidency, he created the Department of Energy and the Department of Education.
Many federal agencies have been established to handle various aspects of U.S. energy policy, dating back to the creation of the Manhattan Project and the subsequent Atomic Energy Commission. The impetus for putting them all under the auspices of a single department was the 1973 energy crisis, in response to which President Jimmy Carter proposed creation of the Department of Energy (DOE). The enabling legislation was passed by the United States Congress and signed into law by President Carter on August 4, 1977. The department began operations on October 1, 1977.
The president has charge of every federal agency except the courts and the people who serve as direct employees of Congress. Lower level workers are protected by civil service so the president can not do much with them directly.
