It is unclear to whom you are referring because there is no "Prophet Saul." Since there are two Sauls in the Christian Bible those two will be brought up. King Saul of Ancient Israel was not a prophet and had Samuel on retainer specifically because Samuel was a prophet. Saul was not known for delivering rousing speeches at all. Saint Paul (formerly known as Saul) was also not a prophet. He received revelation, but he is considered to be an evangelizer as opposed to a prophet because he did not make prophecies but spread the religion of proto-Christianity. He generally preached about Christ's saving power.
