The only game that is most like Just Cause 2 on PC would be Grand Theft Auto: San Andreas. The only real differences are the sizes of the worlds (Just Cause 2's is much bigger), and the theme (Grand Theft Auto is very dark). The Modding community for GTA:SA is enormous by the way.
