Who is the unifying force of Greece?

The main unifying force in Classical Greece was the language. Non-Greek speakers were called Barbarians, because when they opened their mouth all you heard was:

BARBARBARBARBARBARBAR

Lucian of Samosata makes a joke out of this when he has the voyagers in his True Story (who have just reached a landmass by sailing west from the Straits of Gibraltar - ie America) meet natives and find inscriptions written in Greek.

Most of the City-States also prided themselves on being democracies (though they were very limited democracies, by later standards). But Sparta was never a democracy, so this was less of a unifying force than the language.
