I think it is Lisa Edelstein who plays Hospital Director, Lisa Cutty on the show House.

It reminds me of Peri Gilpin who played Roz on the tv show Frasier. What do you think?

The name of the actress of the Cymbalta commercial is Lisa Darr. The reason that she might remind you of Roz is because she was in the episodes of Frasier titled "Four for the Seesaw" and "Don Juan in Hell: Part 1"

that isn't her but thank you for trying, the one i am talking about is the one with the long black hair and she is seen later in the commercial smiling as if she is now on cymbalta and it is working for her, she has the dimples

I have been wondering that, too. It kind of sounds like Peri Gilpin (Roz on "Frasier") at times, but I can't tell.
