That totally depends on the situation where such a disagreement occurs. Sometimes there are disagreements because one country tries to become a dominant power (like today's China), sometimes it is about one nation spying on other nations like the USA has been doing; sometimes it is because a dictator starts abusing his powers, like Assad or Mugabe.
