In the movie, he is shot in the heart, and immediately dies, but in the book, he is shot in the neck, and drowns to death in his own blood. In both the movie and the book, Katniss decides that she needs to show the Capitol that Rue was more than part of their Games because she can't, so she goes to the nearest flower bush, collects some flowers, and covers Rue with them. After Rue is completely surrounded by beautiful flowers, Katniss kisses Rue's forehead, stands up and then kisses and raises three of her fingers, which is a gesture of 'goodbye' in District 12. She then leaves Rue, and doesn't look back.
