In July of 1862, the British Parliament thought about interceding in the US Civil War. It was based on the false report that the Seven Days Battles in the Peninsula campaign had resulted in the surrender of Union General George B. McClellan's entire army. When the correct news came to England, the intervention group in England held back from taking a lead in a peace initiative. However, with that said, the news of Lee's victory at the Second Battle of Bull Run, kept this idea alive in Great Britain.
General J.E.B. Stuart led a task force of about 1,200 men and 2 pieces of horse artillery around the Union Army of the Potomac to pinpoint the enemy positions. The action began on the night of June 12, 1862 and was carried out on June 15th.

One of the prerequisites for the success of General McClellan's Peninsula campaign was to march swiftly east on the peninsula leading to Richmond. Almost at once this failed to take place. In early April of 1862 the first groups of the Union army landed at Fort Monroe. Light contact was made with the enemy, however, more Union troops were on the way. General McClellan was an extremely cautious general and would never advance unless success was certain. This hesitation would reduce the brilliance of his plans. This can be seen in the opening weeks of his plan as it unfolded. Soon there were 60,000 to 70,000 Union troops on the peninsula with another 30,000 on the way. At Yorktown, Confederate forces numbered at best 15,000 troops. Rather than assaulting the fort there McClellan decided to place it under siege. Meanwhile, the Army of Northern Virginia with a force of perhaps 45,000 troops would take a full three weeks to reach the scene. If McClellan had used his overwhelming troop strength to strike hard at any enemy position, he would be soon at the gates of Richmond. At best, perhaps 60,000 Southern troops might be defending the city, but they were tired from the march from northern Virginia and were in a state of disorganization. McClellan wasted precious time by taking one month on the siege of Yorktown and another month to begin his march on Richmond. His plan was already far off schedule, and would lead to serious problems for the Union.
