Nobody really "looks after it" ... it's too far away to "look after". NASA initially placed it and performed occasional servicing missions back when they still had the STS ("space shuttle") program running.
It's currently being managed by the Space Telescope Science Institute for NASA, and they will probably continue to do so for the remainder of its lifespan.
